AlienMind: I started a game using the "Start Local Server" button (Not the "Start Internet Server" button which is also in the game). Then I had the ports DNATed listed on http://www.soldak.com/Drox-Operative/Manual.html (26503 through 26508). Then a friend of mine could join using the button "Join per IP". And it worked. So, its safe to answer your question with a yes. Only thing he had to do is set the client tickrate the same as the server has (both ingame options) so I relative to him move smoothly.
It's a blast to play cooperatively.
A dream of mine is this game, but also with ground missions in like in that old "Planet's Edge" game :-)
