Divinity 2 may fit your criteria, although it has only a few puzzles. The Last Remnant is also pretty close to it, unsure how it runs on 64 bit sys though.
Dishonored might tickle your fancy! That game was great for what it is and was full of lore, hopefully some type of sequel is announced.

The Ultimate Doom, Doom II: Hell on Earth, Final Doom, and Doom 64 EX. Because why not.

I want a game that:
1.Is in either a first person style or a third person style (i.e. zoomed right in and controlling a single player)
2.Has shooting or killing but not overpowering amounts of it
3.Has puzzle solving/exploring and requires you to think a bit (RPG-style quests are fine too)
4.Involves technology or cyberspace or computers or a sci-fi setting
5.Runs good on Windows 7 x64 without massive amounts of effort
6.Doesn't have massive system requirements (as of late both Lego Movie and Elder Scrolls: Oblivion have been causing my GPU to go haywire and freeze my system so I want something that wont put so much strain on my system)
7.Bonus points if its available on GoG, Steam or Origin for Australians and doesn't cost a fortune.

Examples of games I have played and liked and gotten bored with that have some of the attributes I am looking for:
Ghostbusters The Video Game
Tron 2.0
Sentinel Worlds: Future Magic
Elder Scrolls: Oblivion
LEGO Movie

I haven't played it but I remember watching someone else playing Resident Evil on the original PlayStation back in the day and liking what I saw there as well (it had the puzzle solving and things I am looking for)
The 2 biggies have been said. Deus Ex and SS2. Also try Anachronox, Outcast, Project Eden, Far Cry, Portal, Chronicles of Riddick (check sys reqs), Advent Rising, MDK, MDK2, Giants: Citizen Kabuto, Beyond Good and Evil.

I was thinking that but then, aren't the sys. reqs. for that way above what Oblivion would be?

Doom doesn't really fit what I want, not enough puzzles or thinking.
Did play a game called Strife that was based on the Doom engine and it had puzzles and things, that was quite good.

I think though I should probably get my graphics card problems sorted, once I have done that I can just go ahead and play something like Fallout 3 or Fallout New Vegas and get all the things I like about Oblivion but in a sci-fi setting :)

Doom 64 has more emphasis on puzzle-solving (to a fault) than any of the other classic Doom games, and thanks to some Doom modders, playing it on PC with keyboard+mouse works wonders. Problem is that you'll need the ROM from the N64 cartridge to extract files required to play Doom 64 EX.
If you can get used to its controls and gameplay I would say the older Tomb Raider games.
They're basically 3D platforming puzzle games but as for the cybertechnology that is rather dated. :^P

Also not really cyberpunk but the Bioshock series and perhaps the Thief games too, although these are lighter on the puzzleside in my opinion.

There is also an older cyberpunkgame called A.I. Wars: The Awakening, but I don't think it's sold digitally anywhere, it's somewhat similar to Tron 2.0 but arguably not as good, hence nobody knows about it.

Another game that would be interesting is Galapagos: Mendel's Escape, also this old game isn't sold anywhere digitally to my knowlegde, this is a futuristic puzzlegame where you are a robotic lifeform that has to solve hazardous puzzles to escape.

If it doesn't have to be a shooter, I would recommend one of my favorites which is a puzzle/adventure game: The Journeyman Project.
