DF1871: If i remember it right it was stated at the Pradoxforum after several "Gog-Release of Game x?"-Threads appeared.
It did some research after Gog released a limited number Paradoxgames but EU4 was not part of it, despite being released some month ago...so it was around Winter 2013/Spring 2014.

I took a look at the Paradoxforum, there're several new (2018) Threads about "Gog-Release of Game x?" but i couldn't see any of the older ones and to be honest...i don't feel like searching their archives.
You could just write a mail to their support and ask them, at least in the past they stated it openly several times.
You gotta give GOG some credit for the slow but constant change in that regard. I remember several years scanning some Paradox forums about GOG releases, and nearly every thread or post about it was met with laughter and the typical, 'Steam rules, Bro!' replies. Now most ppl are singing a different tune because times have changed.

GOG might not be anywhere near where Steam is, but they have enough market presence to at least grab some of the big publishers' titles during launch. Just 5 or 6 years ago it was a totally different picture.
What offline/local multiplayer options are available in this title, if any?
No offense to GOG, but I won't be buying any (new) Paradox games on GOG anymore. Pdox games are the type where they really benefit from the huge modding scene they have on Steam workshop, in fact I refuse to even play HoI4 or Stellaris without mods these days. Having them on GOG is nothing but a big hassle as you need to manually hunt down mods and install them (every time they have a new version too), and that's ignoring mods that aren't even available outside workshop. While on Steam it's one click and they're installed. Damn GOG you really need your own mod workshop, Steam is killing you on this front.

I agree with you that Gog improved&advanced in some area (on the other hand they dismantle parts of their old strong points..but a this would lead away from the topic) and that we have many games here at Gog now that i never expected to see here.

On the other side publishers like Paradox, EA, UBI, Stardock and other behave worse then ever i am not sure if Gog can make a Deal without giving up even more of the Corevalues&Strongpoints...we will see what happens...
