We are not talking about one user here, it needs to be available for the whole world, it's unrealistic to expect this to be offline, for the entire planet.
Call it DRM or whatever.
Maybe in a different universe it's perfectly possible.

Personally amassed a colossal library myself, well past the 400 mark! (422 actually)

Would love to at the very least, have a grid display/sorting method (Old/purchase/date) in the official GUI, as scrolling endlessly down for a particular game can get tiresome...And no, you should not expect us old farts to memorize all 100-400+ titles! Hell, I can't even count the number of times I nearly purchased a game from a steam/humble sale just to find I already gog'd it!

Steam games don't count as a gog release from my steam library/store is an insta-buy as I even have the "De-steamed category" for this very purpose!
You really have an... interesting concept of DRM.

Because having your library available offline makes the online library disappear? I just made/uploaded an offline version of my library - and yet, nothing changed for the entire planet. Think before you type man!

I am unsure what exactly you mean by "games library". To me it means my GOG game installers and extras, which I do indeed have on my hard drive. They are my GOG game library, and they are available to me also offline and if and when GOG goes under.

Maybe you mean something else, like e.g. the pictures on your virtual GOG shelf? Does it also include e.g. all the game discussions on relevant GOG subforums, which might have important tips for said games, e.g. how to get them to work better etc.?

EDIT: Ok so I presume by library you mean the stuff that is in each gamecard, like the description of the game, any screenshots and movies etc.? Yeah, I guess they could be handy in offline format as well, easier to recognize a game in my library by them, than by looking only at the name of the game.

I use Launchbox for my cataloguing needs. It doesn't have an automatic importer, but I'd rather have it for $10 than pay $30 for Collectorz.
