You've misunderstood the second hint.
It means that… if the hidden code isn't missing that certain bit, I'll need to put four # (####) on the placeholder, instead of just three # (###).

General word of advice. The format of GOG redemption codes is quite prescriptive. The first four characters are the same for a given series of codes. The remaining characters are drawn from 0-9 and A-F.

An exception is newsletter codes with varying discounts, but nobody bothers to put challenging puzzles on those.
