If anyone would know, it's GOG's staff members, but GOG hardly ever reveals anything about upcoming titles. The "Upcoming" tab is kind of misleading in this way, because it represents only a very minor fraction of future releases. Unfortunately most games are released as a "surprise". There is this thread about [url=]"Games that are 'unofficially' confirmed for release in the future"[/url], mostly based on comments by the developers, I think. But the fact that LISA is neither listed in the "Upcoming" tab nor in this thread doesn't mean anything at all. It might be released next week already, or in a few months, or never at all, and sadly we'll only know for sure the day it gets released here (if that day ever comes). Your only option is to be patient and wait, or pester the developer with questions, because GOG will keep silent about it, no matter how often you ask them. :(

Gog seems to have a general bias against RPG Maker made games, even if they are highly polished ones like Lisa.

because it is an immensely depressing game. it can also be quite hard. It's all worth enduring though because I think this little game is nothing short of a masterpiece.
