It would make sense on why I am constantly having issues if it was.
No seeds being available so my download being stuck at 3.1 mb for 4 hours now and being unable to connect to the main server since it might have too many connections.

I also noticed some strange network behavior such as a 1mb / sec transfer rate from the GoG Client though nothing was actually being downloaded.

No. No. From the title "a Tor Client" it's obvious "tor" is an adjective.

From the Oxford English Dictionary:
"tor, a. Obs.

1. Difficult, hard, toilsome; irksome, tedious; = tere a.
2. Strong, sturdy. (? Hard to conquer.)
3. In vague or loose uses: a. Full, replete; b. Great, violent, excessive."

If we take "irksome, tedious" as the adjective implied by the OP, I would say he indeed may have a point there.
Looks like a lot of people are unfamiliar with Tor. Hint: It has nothing to do with Bittorrent or torrents, it is a piece of software that implements a large scale global anonymity network that has been around for quite a long time now.

No, Galaxy doesn't have anything to do with Tor or torrents. It downloads the games directly from GOG servers.

Neither Tor or torrents are illegal although they can be abused (and often are) for illegal activities. Some examples of legal use of torrents: distribution of Linux distributions, Open Source software, Freeware software, Shareware software, Creative Commons licensed music, movies and other art, and many other things. Tor can be used to anonymize the internet history. The most people use it for browsing porn. :) Although it can have other uses (unfiltered internet acces in countries with oppressive governements, for example).
