But the first part says you can't sell them as in I have a copy of a game and you give me two copies of another game to make for the loss. It's vague and a blanket phrase imo.

I'm unsure. "Sell" obviously includes "charge money for" in the sense I think you intend. It seems a really strange way to clarify what they mean by "sell".

Instead, it may be worded to cover rental situations. For example, give me ten bucks and you can use my GOG account for a month. This way, it is not so strange as written.

Even then, it is ambiguous to me. Especially given that GOG has knowingly hosted obviously popular classified and trading threads for years.

Still, I'd like to agree with you.
