Did you buy the keys for the dlc or season pass on a service like g2a?
Maybe your key was revoked.

The message states that you don't own The Witcher 3 (on GOG) yet and that's a requirement for even purchasing the DLC. In what form do you own The Witcher 3? And is it registered to your GOG account?
It means that you can't buy Blood and Wine/Hearts of Stone on GOG if you don't own the Witcher 3 on GOG.

That's probably it, he might've had a Witcher 3 key that was revoked which prevents him from buying the dlc.

Or he might've gotten the base game from Steam, and he thought he could buy the expansions from anywhere.
Or he somehow didn't understand that the expansions required the main game in the first place.
Could be anything, really -- after all, he "don't understand nothing". =)

There should be a code in the box, back of the manual maybe? To redeem the game on GOG, after you'll be able to buy the expansions.

As omega64 said, you have to use the code found in your game's box. You should be able to redeem it here.

In the box there is a 2 page manual. Behind that you will see "GOG.com game code". This can be written in your language which in my case was in Turkish. [url=https://www.gog.com/redeem ]Redeem this code here [/url] and the game will be added into your GOG account which will let you download updates and 16 DLCs.


EDIT: The manual says 15 DLCs but as it seems there are 16 items in the free DLC program.

Indeed, you have to have a registered copy of The Witcher 3 on GOG.com in order to purchase and download the DLC expansions. I had the same difficulty because I had bought a retail copy and the DLC was on sale. It was only after I had registered my retail copy that our favourite polish developers allowed me to proceed. I suppose it is their way of protecting people from purchasing DLC without having the fucking core game! I can imagine this must be a pain in the but for gog.com with people choking up their customer care department.
