Make a site selling the game, see who sends you a cease and desist letter.

In a more serious tone, start by checking who the original publisher was, then try to find out what has become of them. Contact someone working there, and ask if they have any idea who to ask about the rights.

Checking to see who currently owns the trademark (easy and free search)

Finding a fan forum (or subreddit/etc), provided the game was popular enough to warrant one and one that has lasted this long

It depends on the country, in the US the official .gov site that lets you apply for trademarks also allows you to look up trademarks, I'll link it here when I find it.

It's not likely to be easy. The original dev/publisher was bought out by another publisher which was later bought out by Infogrames, which later became Atari and then went bankrupt and sold off a ton of its assets to multiple entities, some of which were not necessarily announced publicly. It's quite a mess.
