I've been trying to install and run Galaxy for the last couple of hours, when i try to install and launch it i get:

api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.

Not sure what's going on, i'd love some help.

Restart and reinstall the Visual C redist helps about 50%, sometimes it works, sometimes not.
If you do the updates (at least security ones) it shouldn't get this problem

I know this deviates a bit, but does Windows Update take a while when "checking for updates"?

Hell yeah, especially after clean installing. One computer took 8 hours, some take 1-2 hours.

Ah, thank you, but if you don't mind, The Windows updates standalone installer seems to take forever too, is that normal?
My version of Windows 7 is a Home Premium on service pack 1 using 64-bit OS, would anything conflict?
Manual updating takes forever if you miss a certain update (can't recall exactly which). There are other factors, like since you've made the last update, if you have certain Framework version and so on.

Once you manage to see the updates list, use the hide option on the following updates:

KB2876229 SKYPE, If you want Skype then install it.

KB2923545 RDP

KB2970228

KB3035583

KB2990214

KB3021917

KB3068708 Telemetry

KB2592687

KB2660075

KB2506928

KB2952664 x2

After hiding those (which means that they won't install, untill you unhide them), you could probably use the Automatic updates and things should progress faster. Or you could arm yourself with a lot of patience and install them in small packs (select only a few, install, restart, rinse and repeat). But eliminating those updates is a requirement, if you don't want a Win10 on your PC and if you value your privacy)
Perhaps you should try in safe mode?

KB2999226 is the only update since 2013 on my 7 and the only one I needed to make Galaxy work.
the other one, KB917607 is just an old winhelp..
Okay figured it out, had to update windows using the extremely long update service before reinstalling Visual C++ Redistributable.
No Microsoft, i don't want Windows 10
