No, he didn't. If you notice, his post is #888, while the post above him is #886. The #887 post was a slowpoke who complained about a bait-and-switch from GOG... 6 months later.

Yes, but a 100 people could derep someone and the post could remain, if they don't report it as spam. Thus, I wouldn't really call it a problem of the rep system, but a problem of filing a report too easily.
