WA pays taxes unfortunately :(

My guess would be:
Alaska
Delaware
Montana
Oregon
Vermont

These States don't have Sales Tax, so I would think Amazon wouldn't collect tax in those States.

Amazon doesn't collect taxes in Illinois either.

States I wrote are the tax-paying ones :) Any other state than these doesn't pay any tax according to Amazon FAQ.

If you go further down it becomes quite messy and seems to also depend on the Merchant.

Have a question related to amazon. When you guys buys from there with an address from US do you guys generated a fake name too or simply put your name on the billing address?

Real name. I use two different addresses and switch between then - ie - fake one if i buy games (or stuff unavailable outside US) .real one is for ordering physical products.
