Back in February I asked the devs viam email about it:

"Hi there!

I stumbled upon Starbound today (I'm late to the party, I know), it looks great and I want it! So I need to ask if you're planning a release on GOG.com.
I prefer GOG over Steam, and would be soooo happy if I could purchase your game on GOG one day.

And they answered:

"Hi,

I don't think there are any plans at the moment, but if you purchase through our website/Humble, you'll receive a non-Steam version in the future. The Steam version also only requires Steam to download and is not needed to play the game.

I had some PM-s with G-Doc (GOG team), this is the part:

"As for Starbound, we're in touch with the dev and once it leaves "early access" we're pretty sure we'll release it on GOG. :-) "

I doubt this is a secret, so you an ask him himself to confirm it. As a PM I can't link posts to.
I also asked about Bioware games, sadly due to EA his reply on that was unlikely to happen.

I've heard good things about Crimzon Clover, so this is great news!

I must say, GOG has been steadily improving in the shmup department. The future looks quite promising. =)

I can kind of unofficially confirm that too. These are responses I got after repeadetly emailing and asking for a yes/no answer.

"Hey there,
Thanks for the suggestion! We're already speaking to GOG about potentially putting Starbound on their platform in the future."

"... When a DRM-free version is available we hope to make it available on other networks too :) Donna"
