They didn't, at least not directly.
They just didn't get back to the developer, or so it was reported back then.

For all we know at this point, they could have just as well finally reached out to the developer in the meantime, to secure a release. Which still hasn't even been properly dated and is still set to "2255".
People are saying Esse Proxy got rejected:

Apparently, GOG has turned down Summer Daze: Tilly's Tale, a spinoff of Hero-U: Rogue to Redemption, by Quest for Glory creators,
using their standard "too niche" reasoning.

We just got some bad news that will affect backers expecting to get Tilly's Tale on GOG.com. At least for now, they feel it's too much of a niche game for their site.

SCPM: A few more declined titles for the list:
3030 Deathwar Redux
Afterfall: Insanity Extended Edition
Dungeon of Dragon Knight
Grid Cartographer - Not a game, but a game-related tool with quite a few votes
Savage: The Shard of Gosen
Warsim: The Realm of Aslona
I'm very happy that you can strike Warsim off that list! :)

Mjauv: When did GOG turn down Selaco?
They never even bothered to turn it down. Dev sent it in 3 times and never got a reply. The most recent post by the dev I saw on the issue on the Steam forums went to the tune of "I'll be damned if I send this thing in a fourth time. Either they contact me or it's not coming to gog." I can certainly understand why the guy is miffed.

I bet GOG would want Selaco if Zoom Platform were to pick it up.

I really can't fathom GOG's nebulous selection process. No offense to something like Hedon, but GOG seems to be fine with that yet Selaco's early version looks already way more polished, and there's GOG just giving a shrug with "Whatevs!"

Makes. No. Sense.

Hands of Necromancy:

We asked them, we werent accepted :/
I think i will have to re do a better gameplay video with only cool parts to show them.

https://twitter.com/frechou_games/status/1556333733355163648
Does that mean the decision wasn't based on the playable demo? :-/

Edit: it seems so:
For now, we weren't accepted on GOG :/
I think the gameplay video i sent them wasnt good or something, i played it too easily.
I will retry one day with a better gameplay video who show good parts of the gameplay!

Perhaps GOG's contact method is not functioning correctly and they are unaware of the developer's attempts to reach out to them?

Selaco is high on my list so I hope GOG does try and contact the developer and get the game released here.

That is a very unlikely scenario, considering there have been at least three (!!!) threads about the issue (one of which even had a mod poke in to moderate some profanity).

As per the last half of this thread Selaco was turned down via an automated reply system GoG had (still has?) in place at that time, to ease the workload for their relatively small staff or something. Allegedly the amount of submissions they receive is actually higher than you'd expect, so they inevitably have to pass up on a fair amount of titles without evaluating them beforehand. Again, allegedly.

Seeing that Selaco's official release date still is "2255" GoG also may have deemed it not that big of a deal to pass up on it, for the time being. Which is reasonable for some (including myself), but, judging by the voiced disappointment, not for others, who I guess would have liked to have the early access build available here.
