Legend of Grimrock has tons of mods.

Yes I mean the art converters and things. Bethesda has never released any for Oblivion, Fallout 3, Fallout New Vegas or Skyrim and I do wonder why.

Probably built by autodesk, hence licensing issues. If you search for niff tools there is a collection of convertors and such like. Will find it tomorrow if you cant find it.
Yeah you may be right. Its quite possible that the license Bethesda has for the Gamebryo engine (the one they used underneath Oblivion/Fallout 3/Fallout New Vegas and I think Skyrim) doesn't allow them to release the art tools.
