I interpret it differently. If there are enough "no-lynch" votes to prevent a lynch, it's a "no-lynch". It avoids those 2-2 stalemates going to the deadline. This really only makes a difference when there is an even number of players.

For example, with 8 "no-lynch" votes, there are only 8 votes left, not enough to lynch anyone else.

And 8 votes for player A means there are not enough votes to lynch player B. Yet player A is not lynched.

Yet the difference is 8 votes for Player A, taken to the deadline and the result is a no-lynch.
8 votes for "no-lynch" taken to the deadline is still a "no-lynch".
Thus, once you have 8 votes (in this instance) it's a decisive amount.
If that makes sense.
