Detective Pikachu got its first trailer last week, very close to its February 3rd launch date. I suggest you watch it, It's described as a "cinematic adventure game", and it looks pretty crazy, complete with Pikachu actually talking, and with a real deep voice on top of that.
Fans are taking the initiative here and making this petition for a hypothetical localization. Sure, it's probably just for a laugh, and I'd buy the game regardless, but wouldn't it be glorious if they got someone in that vein? DeVito is probably too expensive, but how about that Joe Pesci impersonator they used in the Bayonetta games?
Regardless what you may think, just the existence of this petition is a great thing for this game. It's a 10$~15$ game in Japan, and with it being fully voiced the localization might come out a bit expensive. Nintendo might just think it's not worth it. Stuff like this, successful or not, raises awareness and demand for the game in the West, increasing the chances of getting the game localized.
