It's not Primordia or Starscape, though Starscape is in the right genre (2D sidescrolling shooter). That's the first hint.

Edit: Third actually, since I already said that it's not on GOG and that the pixelated appearance is very much intentional.

The release date of the first X-Com is close to when this game was relesed.
