I'm stuck at 0.1MBPS...Half of the witcher 3 downloaded with normal speed, I'm not sure how it was working, now the download speeds are slow again for the last 2 days. Horrible experience.

You're talking about Galaxy, right ? :)
Use the GOG downloader then :
https://www.gog.com/downloader
Go in your library, select the witcher 3, more, then downloader link and you're good to go. It's reliable and faster than galaxy (wich is shit right now...).
