mqstout: You have that backwards. Steam Workshop is a horrible abomination that has done loads to make modding. Before Steam Workshop, you could get and use mods, no matter the source of the game. After Steam Workshop, there's one AND ONLY ONE place to get a mod, no matter what. And if they refuse/reject it? Tough luck. And if you want to archive your mods? S.O.L. Etc.

I'm quite fearful I won't get any of the mods for Age of Wonders 3, because idiots will be doing them via Steam Workshop and, since I have the GOG version, I won't be able to get any of them.

There are "mod libraries" that can be integrated into a product that aren't DRM platforms.
Adding to that:
1. Your mods list in the workshop, of those you are installed, are quite the messy bunch. Good luck searching for that 300MB mod that you want removed.
2. You can only 'subscribe' and 'unsubscribe'. Subscribe downloads the mods for you AND activates them. Unsubscribe just deactivates the mods. You can't remove them automatically or download and keep to activate later.
3. Its account based. You have a GMod full of mods on your account but your sister doesn't, even if she's using the same GMod? Oops, she's gonna get vanilla. No choice to either get her vanilla or full.

Mods today? No. Framerate unlocks or resolution unlocks aren't mods I'd be bragging about. The only mod I could brag about is the Sonic Generations Unleashed Project, and even then that doesn't offer the full experience. The only game that is nearly full of mods is Minecraft, and the vanilla game, even the Pocket/Windows 10 Editions, are quite heavy in gameplay. So yeah, there are not much mods that I'd like.
One other thing, if there is some aspect of the game that really irritates me, being able to mod it out solves the problem.

For instance, I am thinking that when I go back to Elminage Gothic, I may mod out gender restrictions on equipment. (Why should my Cleric be barred from equipping the Hekaton Hammer just because she's female?)
I mostly avoid modding, with the exceptions of source ports for FPS games (if they can be considered modding), patches that can help fix a problematic game (like the Circle of Eight mod for Temple of Elemental Evil) and visual enhancement mods (like higher-resolution texture packs for Unreal).
I like mods, but yeah more often than not modding is more trouble than it's worth.

mqstout: Oblivion: Was completely unplayable with mods to fix the UI.
Civ4: I cannot play it anymore without the BUG Mod (largely UI improvements).
Diablo2: I always mod out the XP-loss-on-death before playing, and a few other similar tweaks.
Torchlight1: I would not have played this fully through without the respec potion mod.
SimCity4: So much less fun without the NAM mod that fixes a lot of the traffic simulation issues.
And so on.

ALSO pet peeve : "vanilla" doesn't mean plain. It's its own delicious, complex flavor all to itself! Call it "plain" or "white" (as in white cake) if you want, but not "vanilla". Or just say "unmodded"/"unexpanded".
+1, Steam Workshop very nearly killed off modding. Workshop only mods, its one area I would advise to not support.
Treat that as a commercial entity, and no, I have absolutely no problem with donating for mods, as per MODDB and such, however I strongly disagree with monopolizing mods on one restrictive and single minded platform.
Its not that I dislike modding in anyway, I just don't care enough to be interested in using them.
