i don't know exactly the costs, but it will cost more than $75, it think that the coded, secured transmitter is expensive + high quality parts + operating base + maintance and repair service

In the video the complex of 6 units and all hardware claimed to cost 15,000,000 rubles, thats $ 500,000 (2013) for whole. A more cost-efficient raspil, because lower tech and only chief gets cayenne and vacation dacha, the regular engineers get usual salary. ;)
