I believe this is the standard modus operandi of the downrep brigade: they wait until threads are "dead", then they start drowning them with bad votes from tens of accounts. I think it could probably be just a single person at a time.
That's how they are able to make the rep points of a few users dive, making difficult for others to rectify the damage. If nobody can see it, nobody can correct it.
I wonder what brings people to bear such useless, ridiculous and childish grudges. They do nothing but fill themselves with toxicity, and in the end the only ones suffering for that... are them. You must have a really awful life if you find satisfaction (and spend a lot of time) in something pointless like this.

Imo, the better way to deal with people I don't like is telling them directly. Everything else is just pathetic cowardice and serious lack of maturity. Beisdes, they accomplish literally nothing by doing this.

That has happened to me a couple of times before. All the reason to get rid of the system. It really is annoying when you have some weird OCD with numbers lol.

I don't know... getting rid of the system might be more damaging than the current situation (that way scammers couldn't be recognizeable by new users).
I think that accounts without a certain amount of rep (say, just 3 or so) shouldn't be allowed to use the vote options. That way, you damage no one but make the downreppers' work a lot more difficult.
I undertsand that there are lots of users who would be caught in the number as well, but really: a single-digit rep number is a very small sacrifice for a bit of order in this mess, especially for a not very important feature like up and down votes.

or keep the downrep but make it that it lets the user know who exactly did it.

unfortunately, if they use fake accounts anyway, this cannot work.
