Cavalary: Will likely be just as hard to actually call this a game as it was for Her Story, especially if, as the description says, you decide the truth, so there's no point where you'll need to show that you have the correct solution.
Her Story has a win condition. It's definitely a game.

Yeah Her Story wasn't really a game and came across as fairly pretentious in parts. I'd love to see FMV brought back but with a budget and some actual imagination.
Good to see that this game is coming to GOG!
I was a bit worried when I saw the trailer and saw only Steam and Apple App Store there.
But, then, this happens to a lot of games, as trailers don't mention GOG at all.

Store really shouldn't be mentioned at all from where I'm standing, but sadly for many Steam = PC.
If a DRM free build will be available though, that should be mentioned, though I'd again say without specifying store.

That was an oblique reference to the recent release of Never Give Up and questioning if the link in original post would really take me to a game or just rickroll me :). That wasn't really meant to be commentary on the status of this game as an actual game or not. That said, I didn't really enjoy Her Story either so Telling Lies isn't really for me either.

At least some people will like it.
So funny how so many people still think that there is any agreed definition as to what a video game is - as far as I know there isn't any and imo it would not matter anyway if it would fit such definition or not. The main thing for me is that something on PC (call it game or not - who cares) is enjoyable. I enjoyed Her Story but I fear that this one might be too similar to offer the same "wow" moment again.
