You have to wait until your action bar is filled, before you can choose an action! And while you wait, the enemies happily slice you to pieces. The sreenshots of this game look like it’s the same here.
Gotcha, I don't know if I played those types. Though one game seems to tease my memory, though I can't recall the name.

I don't know if you read further down on the game page, but here's a bit more that may help, at least until someone else posts from actual gameplay. This is directly from the game page:
- Turns are split into 6 substeps, actions have varying substep durations and areas of effect. Slower actions might hit harder, while faster actions can be easier to land.
- Both Player and Enemy units queue multiple actions ahead of time, then execute them concurrently.
- Time your actions and movements carefully to hit your opponents before they hit you.
- Inspired by fighting game concepts such as footsies, frame data, and attack interruption.
