Yes. Buy the game as a gift, and enter your own email address. You will get a code in your email.
When you want to give said game to someone, give them said code. Once they redeem it, they get the game.
He needs an account though.

Yes, you can buy gifts for people by checking the gift box when you go to pay for the game. Fill out your own email address if you don't want to submit your friend's right away (such as a birthday surprise or whatnot). Just pass the code along to them when you're ready to gift it.

I should note that certain games that are discounted sometimes have a lower discount if bought as a gift compared to if you buy it for yourself which is to discourage fraud. Additionally you may need to purchase a certain amount of games for yourself first and/or wait a few weeks/months before you're able to purchase gifts which is an additional anti-fraud measure GOG uses. Your account is older so these may not be an issue.

Cool ,thanks for the info man and yes I am a member for quite a while now and i've bought more then 25 games.
I want to buy my friend vampire the masquerade: bloodlines (i allready own it on steam) but he does not have a gog account and i will of course get him "to join the gog team".
I myself am from Belgium and i have both euro's and dollars in my wallet ( i have a tendency to misclick all the time)
and he lives in the UK and is bound to use pound sterling i assume?

You can use whatever currency you usually use to buy the game - when buying a game the pricing is the maximum regional price to prevent people from exploiting the gifting system (thanks to muntdefems for pointing out that I was originally wrong).

Also, you don't necesssarily need to keep and look up the e-mail that GOG sends you. When you buy a gift, the gift code is also stored in your account under "Orders & Settings". And if you open the drop-drown menu next to "Orders History" and uncheck everything but "Unredeemed Gifts", you get an overview of all unredeemed gift codes you bought. When you want to give one away, just copy the listed code and tell your friend to paste it here: https://www.gog.com/redeem

Discount's the same -- it's that a game bought as a gift uses the U.S. base price (though maybe this isn't the case if the region the purchaser is in already has a higher base price for the game in question?).

Lillesort131: You can use whatever currency you usually use to buy the game - the pricing is based on where you (the buyer) and not the recipient are located.
The first part of the sentence is true (you can use whatever currency is available to you), but the second one is wrong. You get a different pricing depending on where you are if you're buying a game for yourself (i.e. not as a gift). When buying gift codes, the pricing you get is the maximum between the base price (US and several other countries) and your local regional price.

Otherwise it'd be an extremely easy way to bypass the regional pricing ̶s̶c̶a̶m̶ scheme.
Well at any rate it worked, i sent him the code through facebook and told him to install gog galaxy.
