I was curious about that too - there was someone who joined the Insomnia thread near the end of the sale who was looking to trade for a game which wasn't available to him regionally. In short, he was gambling that someone could transfer the key to him to get around the blackout - while I couldn't say it wouldn't work, it seemed a bit of a risk.

In this case, it's quite easy - the keys are from a Humble Bundle. There, you usually can choose between redeeming them to your own Steam library or creating a gift link. For the Bundle in which "The Showdown Effect" was included, the gifting option was turned off. So I could not give it away.

As far as region blocking is concerned: The most games on the german index can be redeemed here - i have some in my Steam-Account from different bundles, although I'm usually not interested in this kind of games. The reason is that it's legal to own and sell them to adults in Germany - with very few exceptions. It's only forbidden to advertise them - this includes showing them in stores or on websites like Steam and GOG. So I cannot see the store-page of some games I own and have downloaded on Steam. Weird, but true.

In the category of "strange laws," eh?

It would seem (perhaps naively) a coalition of online vendors would get together and push for a tweak. An item is clearly "advertising" on a front page, but should be allowed to be called up and purchased specifically then, no?
