This game is made in Unreal Engine 4 . What type of OS and hardware do you have ?

That depends on what kind of computer you have.

There are no "best graphics settings" for every machine, that's why on pc's you get so many adjustments, contrary to consoles where all are the same.
Unless someone happens to have a machine just like yours, configured just like yours, it's not possible to recomend "best graphics settings".

Fire up a fps counter, like Fraps or MSI Afterburner/RTSS and investigate on your pc, why the game is choppy, if the FPS are very low or are dropping from time to time.
