If they resist our attempts to assimilate them into our federation, we will point out their flaws and make them look like the bad guy. Resistance is futile because we will leave them politically isolated as their neighbors join us and are no longer allowed to interact with them for fear of violating the prime directive by "interfering with your development" making you into a futuristic cosmic North Korea and isolating them from their past friends and forcing them to be assimilated... but only if we think they are cool enough to join our clique.
