I already guess that minor factions cannot have any of their assets stolen from them due to high influence - their planets definately won't subvert, but it what about their asteroid mines won't subvert niether. Normally these are very easy to steal from major races, but minor races asteroid mines also seem immune to influence. I assume this is as intended?

Then there are starbases. I'm sure I saw one switch sides from one AI to another AI player due to influence, but try as I might even with several influence starbases of my own, I just cannot capture any starbases (major race or minor) through high influence. There is also no information given (unlike as with planets and asteroid mines) as to how much influence is affecting starbases. So, are starbases also immune to influence factors?

As for minor races again, you can get up to "advanced" level espionage stages with them, just like with the major races, but what is the point? You can't view their planets at all even if when you do get to "High / Advanced"! I think that's a little bug that's been missed all these years! Also many of the empire statistics you can easily see once you've even got to "Medium" stages with major races, just cannot be viewed anywhere with the minor no matter how high an espionage level you get. "Number of ships" is one example. Minor races never appear on any of the various graphs and bar charts neither. I think more functionality should added for minor races!

I gave one several fully loaded troopships, but they never used them, even when a colony of a race they were at war with was undefended, and they had these troopships right on top it, they never even attempted to use them.

Minor races are precisely that: minor, and nearly irrelevant in the galactic power structure. They can't win and don't count when considering victory conditions. They do have several defenses to keep them from being overwhelmed (like immunity to influence flips), but they generally don't gain ground beyond their home planet. You can try offering them some of your planets if you want one to have more planets.

I don't think starbases can flip, anymore than starships can flip. If the star base was on a galactic resource, then I'd guess it was destroyed and someone built a new base on the newly available resource I suppose it could have been traded in diplomacy?

Yes, minor races' immunity to culture-flipping pertains to everything they own. Which makes sense, considering that they are restricted to one planet and don't project any influence of their own.

Yes, starbases can't be flipped. If you really saw that happen, then that would be a bug. One that is completely new to me.

Yes, that is a bug. However, I don't consider it a critical one, because you can take a look at the planet surface at any time, as long as you have one agent available. Sure, you don't get as much information this way, but the only important info, in my opinion, is whether they built a SP on their planet. This also means, that there is no point in increasing a minors' espionage level. Ever!

To add to what Bookwyrm627 said, minor races only got added to the game, because the engine couldn't handle more major races. Their only purpose is to make the galaxy seem more alive, and to serve as money makers and easy, early targets. Adding more functionality to them would go against their purpose. Not to mention it's rather unlikely to happen. Stardock is finished with the game, and might perhaps do something about the minors in GalCiv 3. We modders, on the other hand, are quite restricted in what we can do. Much like the minors themselves. We can change what AI they use, assign them different ability bonuses, or create a new tech tree for them and everything that entails. Adding completely new functions, however, is impossible for us.

Well, over the years, I have seen minors manage to get more planets occasionally. However, considering that their AI is specifically designed to not build/use colony ships or build troop transports, that would be a bug. A happy little accident, but still a bug.
I might have misread "mining base" for "mining starbase" when I thought I saw a starbase flip from one AI faction to another. Yep, that's probably it.

Shame about the minor races not having a bit more functionality, but then hey, maybe they would no longer be minor races! One thing I find useful is give them a few powerful ships - or sell them, however they'll not give a lot even for "Large", or even "Huge" hulled ships, but even so, your "investment" will be returned several fold when another major race goes to war with them, they can then do you a favour taking their resource starbases out - if you have constructors ready to move in to usurp that resource as soon as! They can take out some of the major's annoying influence starbases as well! And of course, it makes them a bigger distraction to whatever major race that picks on them! I've used this trick to curtail Drengin takeovers of the galaxy a few times!
