I tried playing around with my sound settings in Windows 7 64bit Ultimate but no change.

I have actually gotten used to it now and just play it as it is. At least you can still hear what is said so not that big a problem, just irritating in the beginning but after a while i got used to it, lol.

I hope they get a solution but i doubt it, it is a very old game.
Yes, I just got the game through GOG's winter sales and I have the same problem, though I would have initially described the sound as "jittery". (I also have the platinum, Xbox version of it, despite my general policy of not buying things twice, and that one obviously never had this problem.) It's as if there is some kind of lag or something. I have Windows 7 64 bit Ultimate version with Intel HD 4000 graphics. The EAX sound option is "greyed out", so I cannot use that one. I have attempted any kind of compatibility setting available, but nothing seems to work. Is there a fix or something? Companies no longer making money from their games should open-source them partially or in their entirety; or, if they still do, they should get someone to patch them or to provide an indication as to how to do that. Crap like that is an indication of how rotten the industry is, or just how much it does not care and only cares about "grabbing cash". Not that it's a bad thing per se, at least not in all cases, but there are ways you can go about it. And some ways are definitely more lame than others.
