I'm enjoying the game but there's one thing I'm wondering; Do the Rebels only get closer when you Jump or is it real-time that if I do my thing after a battle for one or ten minutes the Rebels will get even closer? (All without pausing of course)

Pretty sure the rebels only move each time you jump.
The length of their movement is varied, but I don't think it's part of something real-time. Like if a ship gives away your location, the rebels move fast. Jumping from a nebula slows them down pretty good.

Not in real-time

If a battle drags for long, or you wait after to replenish health/oxygen, it won't effect the pursuing speed.

That said, certain events may cause the Rebel fleet to move closer on the next jump (ex: a ship successfully jumping away, wandering aimlessly after a ship in a nebula).
