TannerCore: I feel like an idiot for making a second post on this but I prematurely ended the first one, thinking I had the solution, sorry. I was able to access the game's launcher and access the joystick controls but it still won't let me enable the joystick as the primary controller for the game. It works and I can rebind keys to the joystick but the the throttle isn't detected in game. I've gone through Windows control panel and clicked the options to enable it for older programs but still won't work. Are their any fixes for this? Thanks and sorry again for the double post.

What joystick are you using?
I remember being able to use the throttle in-game but I had to bind it with basically every joystick I ever owned, but the game supports only 4 axis sticks so if yours has more it's possible the game doesn't detect the throttle axis properly.

TannerCore: I'm using a Logitech Attack 3 joystick, and I played this game before with the same joystick and remember it working. I'll check out Knosses, thanks.
