Stockpile is unhighlighted by defaut, but I have no idea what highlighting does.

They stop the markets and villagers from using that resource (also stone masons and carpenters for stone and wood). Use this if you are trying to fulfill a quest. Make sure to turn it off again once the quest is finished.
