Anyone ever had this problem before?

- Auction mission completed and got council reward
- Won a lot more than 10 random encounters in the zone

Random encounters never stops, as if the block could not be cleared at all.

Known bug?

Not a big deal but was curious about it.

I think this is a bug, as I recall having this problem in the past too. The problem seems to occur if Podol Plaza is cleared before or during the auction. If Podol Plaza is cleared after the auction, the area stays clear.
Also doesn't seem to count (for me) encounters I get that interrupt my rest as opposed to just walking around.
It is my understanding the only place to rest is at the bottom of the well.

I too, was getting discouraged about clearing Podol Plaza, but the lore is, that it is a central meeting place for monsters... I eventually cleared it, and it took a crazy amount of encounters... took to just walking around in a square around where the auction took place (in SEARCH mode) until finally... finally, the monsters stopped coming.

By then I was long past investing mental effort in the fights, and just was running on auto quick for everybody and going to the well to heal up when someone got low hps. Few times I misjudged, and had to reload a stale saved game... which really sucked.

Edit: Just relaunched Pool of Radiance, took the crew to Podol Plaza and rested in the middle for 2 days without an encounter.

@ceorem is 100% correct. I had many many encounters. I just marched up and down the map in SEARCH mode and fought on QUICK (ALT+Q). After many fights, they started fleeing before the battle until finally I cleared them out.

It is funny, I thought I would hold down the LOOK command instead of marching on SEARCH. But I tried that only after I had cleared it. I went to ENCAMP and REST and confirmed I cleared them out. I must have had over 20 battles with over 10 groups fleeing before battle towards the end of my marches.

I too was discouraged that I would have the hassle of combat each time I passed through the area. But now it is done.
I was just paying through PoR on 1.3 and was getting the same results...an endless stream of beasties in Podol Plaza after completing the auction quest and clearing the other set encounters. I took a break from sweeping Goblins and dragging around thousands of Silver Pieces and camped in a small 1 square room at 0,9 near the top middle of Podol Plaza. After memorizing more spells and resting without being interrupted, I marched back out into the Plaza and all the monsters were gone. I don't know if I just timed it right with the number of encounters (maybe 20), or hit some other metric, or if it was the little BnB I stayed at with the delicious Crumpets, but all the encounters finally ended for me...
Sorry for thread-necromancing here, but I'm at that darn place myself at the moment. Hordes and hordes of boring Hobgoblins, Orcs and other useless critters appear almost at every step I take. I finished the quest regarding the auction long ago and may have beaten a hundred random encounters now (at least that's how it feels). Is it required to stay at Podol Plaza and annihilate 20 (or more) random encounters or is it possible to get out of that hellhole to regenerate? In other words: Is there a counter that gets cancelled and set to zero again if you leave that place?
I'm alt+q-ing for my life, but it's really frustrating. Especially as there is literally nothing to gain from these hordes, neither XP nor loot.
Thanks for your help. I just want to clear that place, it doesn't feel right otherwise. I becomes an obsession for me.
This is how Stephen S. Lee described how to clear Podol Plaza and, yes, there is kind of a bug involved:

Once you've been assigned the council mission regarding the auction, you must complete the mission before you can clear the block. If you "stride boldly forward" upon entering the block or "lose stealth" by being discovered while on mission, you get into an impossible situation where it becomes impossible to either complete the mission OR clear the block. You would need to load a game before entering the block on mission if that is the case. The correct thing to do is "disguise [yourself] as monsters" upon entering the block on mission. If you get stopped by a monster patrol, parley with a Sly attitude. That's your best bet. You probably want to proceed to the auction immediately. There is a small chance of being discovered if you do anything that would draw attention to yourself during the auction, like getting closer or trying to slip away. In any case, any witnessing of any part of the auction is good enough to complete the mission. Go right back to the clerk to get your reward. Once the mission is complete, you can reenter the block to clear it. I believe you need to win 10 random fights to clear the block. Again, this is not possible if you screwed up the mission. Note that the council will give you two rewards: one for completing the mission and one for clearing the block.
Yeah, I completed the mission by sneaking to the auction. Alas I was discovered before that. So that means I'm unable to clean up this part of the city? As far as I understand that's no real problem for game progress though, is it? Not every part has to be freed?

Correct, it has no effect on the rest of the game.

I'll add one other detail that I just discovered, in case anyone else runs into trouble with this mission: even if you've properly completed the auction mission, you have to clear the requisite number of random encounters for Podal Plaza in a single visit for the place to be considered "clear." If you leave and come back, the internal counter resets when you return; this might be a leftover artifact of the auction quest, since it resets this counter while the quest is active. I discovered this a few hours ago after triggering more than ten encounters in the area and then opening my save file in a hex editor to see what the deal was. After carefully managing my resources and fighting 9 battles without leaving the area, the flow of encounters stopped—and yes, it stopped at 9, rather than 10, unless I was misreading the hex values. I was able to collect my measly payment from the council clerk after that—although the real reward is not having to deal with random encounters there anymore.

I only managed to clear it once. It took FOREVER. It felt like twice as many battles as the FAQ on Gamefaqs said. I do think I had to get a fixed event to trigger (not the bar) but I don't remember what.

Question, does this need to clear all encounters at once apply to all areas or just Podol Plaza?
I could have sworn as a kid playing the Apple II version I could leave the slums, sell off the measly loot (getting 1000gp to level up a full party including a F/M/T, a C/F/M and a F/T was difficult in the beginning) and return without resetting the counter, but it seems in the PC version the counter resets as I've had well more than 25 random encounters in the slums with the version from the Forgotten Realms Silver Edition.
