As far as I know, magic users can use darts, while clerics can't use any ranged weapons.
IIRC, Staff Slings for Clerics was only introduced in Curse of the Azure Bonds. There are 217 different pole-arms in PoR for the Cleric not to use, so there was no room for Staff Slings.

Thieves can’t either, right? I don’t recall that distinction in D&D. Seems like my thieves could use bows. They need something.

Single class Thieves can use Darts, Slings and Short Bows only IIRC.

Mine doesn't seem to be able to use bows of any kind, but I may try again and I haven't tried darts. This is in Pool of Radiance, so it may be more primitive than the rest.
Clerics can also use flasks of oil--these disappeared in Secret.
