Once interplay loses the rights come January 1st 2014, will the games just be removed for sale or will they also be removed from our libraries? I have all three classic fallout games in my library and I'm wondering if it will be removed once they're yanked off the catalog.
It is hard to say, but based on previous games getting pulled from sale (such as XIII) it will remain in our libraries but not be for sale.
Pretty sure Green_Shade is right. They posted this in the general discussion forum

"Please note that all three classic Fallout titles are pending right holder change. Sadly, to the best of our knowledge, we'll be forced to remove Fallout, Fallout 2, and Fallout Tactics from our offer. That doesn't mean, however, that you won't be able to download them if they are already a part of collection by then. Your best bet is to download them while you can, just to make sure you get to keep and enjoy them!
I'm pretty sure it would be a violation of your consumer rights to remove them from your library. You paid for it :)
I agree that the Fallout games will definitely stay in your library. That's what DRM-free is all about: The games are your property after paying for them. You don't just pay for the right to play them, which is how some other platforms, like Steam, work.

Well, just because they are DRM free doesn't mean they'll stay in my GOG library. My question is if it will stay up so I could re download the game (and the additions) at anytime I please when I log onto my GOG account.

The reason why I was referring to DRM-free: When you buy DRM-free game bundles from other sites (Humble Indie Bundle and such) you usually receive a link to a page with download links to each of those games. And you can be absolutely sure that as long as the servers exist that you will be able to download those files, even if the offer has long expired.
That's what I think how the GOG library works. You have a personal page with download links, which will work as long the linked files stay on the server.
Sorry for rambling so much! I just wanted to (try to) give an explanation why you shouldn't be too concerned.

Others succeded in answering in a more straightforward manner: Green_Shade's post about XIII, which I can personally confirm, and Darilon referring to a forum post by the GOG-team.

Pretty obvious it should stay in your library.
Dark Fall games disappeared some time ago from gog's offer (then they were re-added). If you bought them before their absence started, you still had them on your shelf. So I think this will be the case here as well.
Hostile Waters has been in my Library since I bought it in 2008. I didn't even realize they dropped it from the Sale catalog until GOG posted about readding it. So the history of games being dropped and what GOG has said about the Fallout games indicates no one will lose access to the product. Be of good cheer :)

[EDIT] Regarding the games staying in our library, I'm guessing (and hoping!) they will, especially since lots of people in here bought games that were dropped or discontinued from the gog sales catalogue and said games remained on their nifty digital shelf. Obviously, we cant be 100% sure of this, but our best best would be that, in fact, we'll keep the games.

If that doesn't happen, though, it will be a sad day for me, since right now I have no HDD space and no external drive to backup the installers and all the extra goodies. :'(

Not sure why that'd be pretty obvious, but good to know they probably will.
It has already been said that the games should stay in your library, judging by similar occurrences, but really you should download and back them up anyway. I remember that when I first joined GoG they stressed that they could not guarantee the continued availability of their titles, and that you should keep backups. They don't remind people of this any more and they should really.
