It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).

It seem like Fallout 2 has issues with the scroller on my track-pad. Because it starts freaking-out if I accidentally brush against it. It not only effects the camera, it effects the character menu, and also I can't move my character as well.
Any suggestions?

I'd simply disable the trackpad while playing Fallout. I assume you're using an external mouse. In the trackpad's control panel there's usually an option to automatically deactivate it, when an external mouse is connected.
