I'm interested in recording Gameplay of these two games. I'm currently unaware of a program that will do so. As of now, Fraps does not work.
Any Suggestions, ideas?

its annoying i know, its due to the game being in 8bit colour mode and for some reason fraps wont detect it, however there are two or three ways around this:
1: use sfall http://timeslip.chorrol.com/sfall.html and set the game to render in dx9 mode, fraps should be able to detect this and then you can record, however it may be slow, least it is for me.
2: use d3dwindower, and set the game to be running in a window which gets fraps to detect it and thus record, but same as above this seems to be slow, at least for me.
3: this is the tricky one, if you have a tv card and graphics card with an svideo out port you can get a two way svideo cable and hook the gfx card up to the tv card, and then use something like dscaler and you'll basically see your desktop, from here you can fiddle with recording settings and record everything you do like you would record tv, works fine for any game in fact.
Unfortunately it seems none of those are viable for me. I'll have to try the first one, but the other two won't work for me. My tv capture card doesn't have an svideo in. When I try to use the window mod for fallout 1 it doesn't work for me either, I get this weird situation where there's black and it won't go away until I move my mouse over it.. it becomes like 'paint your desktop.' ridiculous, I know. Anyway, I will give number one a try.
Just a stab in the dark: try CamStudio?
Or you could do it the old fashioned way, screen captures + text, if all else fails. :P

I don't think it's possible in the default mode, 8bits color. Maybe putting the dx9 mode will do the job?

the black screen bug is a engine bug, you are going to get that rarely randomly during normal play anyway, just a quick hit of the character screen will get rid of it all in an instant.
Use Fraps, is the best for the realtime video capture.
