Does this mean we can't download Fallout games from GOG any more?

If you purchased the games before December 31st 2013 (at 3:59PM GMT), you should still have them in your shelves.

If you already own the game (whether you bought it or got it for free last month) you'll be able to download them as normal, and there's no reason to suspect we'll lose that functionality (though making a backup can't hurt...)

If you don't own the game, then you can't buy it, and thus can't download it either.
