I have the same problem. Got the confirmation email and everything, but no games showed up in my library and I can't download them.

No it's not normal. They normally show up as soon as your payment is accepted. I would bet it's related to the unusual traffic.
If they're not there soon I would send support a message to make sure they're aware of the issue.
