There are several in various locations in the game, but I've not yet found a vendor who restocks them, as the others restock at San Francisco or Vault City.
I've heard that Eldridge, the gunsmith in New Reno, restocks. However, in a month of waiting I've not seen him recover even a single issue. If he does restock, what's the schedule? San Fran and Vault City seem to restock in mere days!

The wiki has a nice list of locations of both free ones and which merchants sell them.

Much as I like and consult that wiki, it falls short on several pages. Where I can verify error, I intend to fix it, but how do you prove a negative?
Again, if Eldridge, as that page suggests, restocks his magazines, what on earth could the schedule be? I've not seen another in a month!

Do you wait about next to him or does that involve going off and doing other things and coming back? He should restock every 4 days but only if you actually leave the area then come back after those 4 days.

I've not had a lot of luck getting him to restock after leaving his company, but the full month in question was spent on his doorstep. That would rather explain my troubles.

On further examination, it seems that Eldridge does not restock, but the item shop in San Francisco does.
