I got both Bette and Caminetto to put off fighting 'for a while', and the Sheriff says he can't pay me because I didn't do my job. I don't get any experience for it, either. Is this solution bugged?

Do you have Killap's patch installed?

Without it you can consider Fo2 as "unpatched" (read: "bugged"). IMHO installing whole "Restoration Project" is the best solution for playing Fallout 2.
