Everything else runs great, latest 3DMark score somewhere close to 8k.

What I have done so far to try to fix my under 10 fps problem in both New Vegas and Fallout 3:

Tried different compatibility modes (XP, 7, etc)
Ran as administrator
lowered monitor refresh rate to 60hz
turned vysnc on and off in the nvidia control panel, and in launcher
Tried running in windowed mode
added both games to nvidia control panel 3D Manager, including the launcher even just in case.

Downloaded both games with gog galaxy.
