Officially, there's none, for these games.
But in gamevicio(dot)com, you can find both games listed*, in their translations section.
And the older games never had a fan patch released for pt-pt or pt-br, which is not surprising, when you realize how many slangs were used in the dialogues, and the amount of text the classic Fallouts have (the first two games. Tactics is much less focused in the conversations).
I learned english to understand Fallout/Fallout II, so I'm not complaining!
The fact I can understand lyrics while I listen to songs nowadays, is a plus.

* I don't know if they're still available for download in that website, they were completed a long time ago.
