I got the first quest from Becky to find Fred and collect money. Fred is marked as "a citizen of Den" and should be somewhere in town.
I found him in den lower right corner (southeast) in the eastern part of town, but can't talk with him at all. He behaves like a standard random NPC, droping just a random line instead of going into a dialog.
Anyone else expericed this?
atleast you found him, I've been playing Fallout 2 for almost 10 years and I've never managed to find him...
It wasn't yesterday I played it, but IIRC Fred used to hover around and inside the place where you can get guns, don't remember the name of the trader though, it's further down, below Beckys place.

Out of curiosity, how do you know that the person you found is actually Fred? I also tend to find him near one of the shops in the western side of town.
Problem solved. Thought there's only one of these "citzien of Den"-guy around and that it had to be Fred, as the others are labeled "reliant". But I just found another which was Fred.
Spoiler Alert:
Found him among the other customers in the Drughouse just south of Becky's Place. The second guy labeled "a citizen of Den" on the east side of Town, is for the follow-up quest from Becky.
