When I load up Fallout 2 (in Vista64) the colors are all messed up. There's pinks and greens and such in the shading. I'm not having this problem with Fallout 1 though.
Can't seem to take a screenshot of it as the image is just black when I paste it in paint or something. I'm thinking this is a problem with the compatibility settings. There's nothing set by default after installation (Fallout 1 has it at Win98/Me but this doesn't work for Fallout 2) and messing around with the different settings didn't seem to fix it.
Anyone else having this issue?

I'm having similar problem with game menu.
After intro movies nothing happens and all colors are messed up (i see only "afterimage" of the last intro movie) :/
i'm using lenovo T61 with Intel Core Duo T7300@2.0 GHz, 2GB RAM and NVIDIA Quadro NVS 140M
I had the same problem with Fallout 1 but turning the 256 colors compatibility mode on from properties of the .exe seem to correct the problem. I too have 98/Me compatibility mode on because the game acted a bit laggy sometimes.
Edit: Sorry read the first post wrong. Worked for Fallout 1 though with similar problem.

Ok found a solution for this problem in Fallout 2.
In the ddraw.ini file change the [Graphics] Mode to 4. If this doesn't work you can also try the other values as they are explained there.
Edit: I think the team should change this value to 4 by default. No sense keeping it in 8 bit fullscreen mode.

I dont have ddraw.ini file but i've changed [system] art_cache_size from 8 to 4 and it worked. that's in fallout2.cfg file

If you are on Vista you need to run Fallout in Administrator mode or else it won't be able to create the Fallout2.cfg file. So run it in Admin mode, then when you quit you should now find the Fallout2.cfg file. Also, Fallout 2 doesn't come with ddraw.ini, that fix only applies to Fallout 1.

Unfortunately, this didn't do anything for me. It looked the same and had the same color problem.
I have the same problem. Neither changing art_cache_size, nor running in 256 colours or in compatibility mode worked. I'm a bit dissapointed, after all, I figure Fallout 2 is GOG's poster child.
Having the same problem on a laptop with a Nvidia Quadro NVS110m tried each of the compatibility options and ran as administrator with nothing
Also took it home and tested it on my desktop PC which has an Nvidia 8600 and it also does the same thing even with all hardware acceleration etc turned off.

People with a ddraw.ini file are either using Timeslip's sfall mod or killap's unofficial patch, which includes a version of sfall. Try one of these to see if it fixes the color issue. If not, open the ddraw.ini included in these mods and set Mode=4 under Graphics.

I'm running Vista x64. I played the game while I was still on XP and also had that problem (got the problem once on Vista), but that was only when I Alt-Tab back into the game.
Try installing the High Resolution Patch and remove ddraw.dll from your game folder. You can install Killap's patch, which contains a lot of bug fixes, but don't edit the graphics settings in ddraw.ini as they are not compatible with the high resolution patch.
I don't really know why, but every time I have problem with colours, minimising/maximising the game again trough alt+tab helps....
