An updated version just came out on steam today. It comes with new graphics options and some other stuff. Does this version have all of that?
There is nothing new in the Steam release, it's just prepackaged with mods

From the Readme files;

Fallout 1:
This Bethesda Softworks release of Fallout 1 contains the original Interplay 1.2 White Label version of the game. To maximize compatibility on modern systems, we have included the Fallout 1 High Resolution Patch version 4.1.8 by “Mash” Matt Wells.

Fallout 2:
This Bethesda Softworks release of Fallout 2 contains the original Interplay 1.02 version of the game. This release has been pre-patched with sfall version 2.19a and the Fallout 2 high resolution patch version 4.1.8.

Oh, okay. Thanks!
So probably restoration project can not be installed on steam version of Fallout 2. Because it may conflict with pre-patched mods. Got it right?
We're burying the headline here: Fallout and Fallout 2 available again on Steam.

But not GoG as of yet.
Although I never played Fallouts, I think it's a good idea to download and backup current GOG installers - If Fallouts will return to GOG (low chance, but not impossible), Bethesda will very likely force us to use their new prepatched versions.

You should check out this thread at No Mutants Allowed:

killap is discussing the situation there. Looks like the RP works as long as you follow a few rules.
Wow, that's pretty disappointing. When I read on there that work was done to ensure compatibility with modern computers, I thought, you know, that work had been done, rather than just throwing on someone else's work and calling it an update.
I just use the Sfall loader (version 3.3.7)which you can find here: http://sourceforge.net/projects/sfall/ or here: http://sfall.sourceforge.net/

Don't know if it works with the highres patched steam version since the executable probably differs.

About this project:

This is the sfall project ("sfall")

This project was registered on SourceForge.net on Dec 8, 2009, and is described by the project team as follows:

A set of engine modifications for the classic game Fallout 2 by Interplay. Includes fixes for bugs in the original engine, allows fallout to run correctly on modern operating systems, and adds additional features for modders.

Eh, that's been going on a long time. Interplay actually used killap's Restoration Project on the retail disc version of Fallout 2 and never game him a bit of credit. They never even told him they were going to use it. They had the legal right to do that, of course, but it wasn't very classy.
