Well, it seem the problem is not limited to one quest only.
Several times I had a quest with next action "speak with", but the person just did not budge.
No coherent answer or response or even no dialogue at all.
Sometimes I had just to move elsewhere, or approach the person from different angle, or, ironically, speak to someone else.
Sometimes the person walked outside the boundaries of a building, and when I tried to leave the buildings, the quest failed. (Hurly Burly, after I killed Miller's men, I should have spoken to Roundels, but Joan moved outside of the premises, hence speaking to Joan FAILED)
Now I have two more quests, I have to abandon:
Lost & Won : after defeating Radger, I should speak to Roundels, the quest pointer is above Prince's head, but speaking to him brings nothing. I waited some time, just to make sure there is no premade sequence that needs to initiate first. Some Roundels moved in the meantime, but no speech no action, nothing... and speaking the the prince does open a dialogue, but he says some random nonsense of not being a junkie anymore and that's it. Quest is stuck.
The Scottish Play (Macbeth) : Return to Scott, and Scott has the quest marker above his head, but speaking to him brings nothing (not sure if it matters, but I have gained the play by persuading the other party, and I have also persuaded the replacement actor without giving him drugs)
