So I started the game and... There is distortion. Unplayable.
Was guessing it is a NVidia issue? And/or Win 8.1 issue?
Googled but didn't get any help, same with Steam, since the game is not sold there.
That came behind the bushes, man.
Tried both in-game and startup loader video options, different resolutions and turned off everything I could.
Any chance of a fix?

I was unable to play with my integrated Intel, but using dgVoodoo2 corrects the distorted graphics.

I have the same issue. I am on a Asus ROG laptop, with 2 graphics adapters : Intel HD graphics 4600, and Nvidia GTX 860 M.
I can't select the Nvidia in Expendable set up.
And I have no idea about how to use dgVoodoo 2.
Please can you help me to make it work ?

Download dgVoodoo2, extract to a folder on your hard drive. Then copy the two dll files located in the extracted dgVoodoo2/MS folder to the folder where expendable.exe resides.
I've tried this game on 8.1 64 bit with GTX660 and latest driver and didn't have issues. It also works on a 8.1 notebook with Intel graphics.

Can some take a screenshot of the problem? Also, did anyone try an older driver and checked if that fixed it?

FZR0's advice is good. Just copy the two DLL files from the MS folder in the dgVoodoo2 ZIP file into the game folder. But I never had issues with this game before, so I'm wondering what happened.

Does everyone have DX9 installed?
